{"id":831,"date":"2020-02-03T10:20:15","date_gmt":"2020-02-03T08:20:15","guid":{"rendered":"http:\/\/ege-windturbines.com\/en\/?p=831"},"modified":"2020-02-03T10:20:15","modified_gmt":"2020-02-03T08:20:15","slug":"van-oord-buys-into-controversial-estonian-project","status":"publish","type":"post","link":"https:\/\/ege-windturbines.com\/en\/2020\/02\/03\/van-oord-buys-into-controversial-estonian-project\/","title":{"rendered":"Van Oord buys into Controversial Estonian Project"},"content":{"rendered":"<p>[et_pb_section admin_label=&#8221;section&#8221;][et_pb_row admin_label=&#8221;row&#8221;][et_pb_column type=&#8221;4_4&#8243;][et_pb_text admin_label=&#8221;Text&#8221; background_layout=&#8221;light&#8221; text_orientation=&#8221;justified&#8221; use_border_color=&#8221;off&#8221; border_color=&#8221;#ffffff&#8221; border_style=&#8221;solid&#8221;]<\/p>\n<p dir=\"ltr\">Van Oord and Saare Wind Energy plan to start the Environmental Impact Assessment for the site once they have received a 50-year building permit from the national government.<\/p>\n<p dir=\"ltr\">The government had\u00a0<a href=\"https:\/\/www.windpowermonthly.com\/article\/1581785\/estonian-government-blocks-permitting-600mw-site\">refused to start the permitting process<\/a>\u00a0for the planned 100-turbine site due to national security concerns in April 2019.<\/p>\n<p dir=\"ltr\">The project is planned for a site\u00a0off the west coast of the island of Saaremaa.<\/p>\n<p dir=\"ltr\">Saare Wind Energy had challenged the government in court, but both parties requested that it be aborted\u00a0before the case could be heard.<\/p>\n<p dir=\"ltr\">One of the developer\u2019s owners, planning and environmental consultant Kuido Kartau, told\u00a0<em>Windpower Monthly<\/em>\u00a0that Saare\u2019s negotiations with the Estonian Investment Agency had helped allay the government&#8217;s fears the developer could be manipulated by unfriendly states or investors.<\/p>\n<div class=\"ArticleBodyPaywall\">\n<p dir=\"ltr\">Sulev Alaj\u00f5e, a consultant at the investment agency, explained it had provided the government with a record of the developer\u2019s contact with interested investors before the court hearing being scrapped.<\/p>\n<p dir=\"ltr\">Saare believes the Estonian authorities now have no reason to refuse the permit for\u00a0<span class=\"popover__wrapper\"><a class=\"popover__title\" href=\"https:\/\/www.windpowermonthly.com\/intelligence\/aba4d788-af23-9f39-1cb7-55869017440a\">600MW Saaremaa<\/a><small><\/small><\/span>.<\/p>\n<p dir=\"ltr\">Once it receives the licence, the developer can\u00a0start the EIA process with its new partner Van Oord.<\/p>\n<p dir=\"ltr\">The Estonian company will be primarily responsible for the permitting and regulatory process, but will be supported technically and financially by Van Oord, a spokeswoman explained.<\/p>\n<p dir=\"ltr\">Van Oord, meanwhile, will be responsible for building the project but construction is still a long way off, the spokeswoman added.<\/p>\n<h4 dir=\"ltr\">Estonia&#8217;s first offshore wind farms<\/h4>\n<p dir=\"ltr\">Last December, the Estonian government approved building permits\u00a0for three other offshore wind farms.<\/p>\n<p dir=\"ltr\">Permits were granted to: state-owned utility Eesti Energia, which is planning a 160-turbine 1GW wind farm; shipbuilders Baltic Workboats for a 4MW project 200 metres from the coast; and Tuuletraal and its 76-turbine 380MW project.<\/p>\n<p dir=\"ltr\">All of the proposed sites are in the Gulf of Riga.<\/p>\n<p dir=\"ltr\">At the time, Aavo K\u00e4rmas, the head of Eesti Energia clean energy subsidiary Enefit Green, said his company aims to commission the 1GW project before 2030.<\/p>\n<p dir=\"ltr\">\u201cThere is no experience of building an offshore wind farm in Estonia, so, logically, an offshore wind farm of this size is made in cooperation with several companies.
